The theme of this year’s celebration `Our Nation Our Responsibilities’ is no doubt reflective of past experience. On behalf of the Caribbean Community (CARICOM), I extend congratulations to you and the Government and people of the Commonwealth of Dominica on the occasion of your Thirty-Sixth Anniversary as an independent nation.

Honourable Prime Minister, your country has demonstrated that being a small state is no impediment to playing an influential role in the international arena. In this regard, Dominica has demonstrated its leadership capacity on the international stage in areas such as health and international development at high levels institutionally.
Houourable Prime Minister let me take this opportunity to extend to you and to the people of Dominica best wishes for the continued development and prosperity of your country.
